All of Team Baron seem a little too minor to be a rider. At this point in the series, it has to be someone that has had a bit of development, or a new character.

It does seem to be like that for a Baron rider,if you look carefully into the pic.you can see Kamen rider Knuckle’s Sengoku Driver has an empty faceplate
