Segata Sanshiro was a character created by Sega to promote it’s Sega Saturn console, the star of several, hilarious and fun commercials, where he would track down and punish those who do not play the Saturn, many times by judo throwing them so hard that they explode…twice!
He was notably played by Hiroshi Fujioka, who you may know as Kamen Rider Ichigo!
Chuck Norris, however, is nowhere near as awesome, so Screwattack’s logic in facing this relative nobody against such a proven and powerful character is fair to question.

Are you freaking kidding me? You gotta be joking... Chuck has been around a long time. He's five time world karate champion, could fight Bruce Lee to a stand still, and oozes BAness. He's also known for his role in Walker: Texas Ranger, and is one guy who can really throw his weight around, especially as skilled a martial artist as he is. He's been in Expendibles 2, where his fictional aspects were really put on display. The real man is a gentle giant, but don't aggravate the fictional version, or else you'll be in a world of hurt. Heck, even TJ Omega fears Chuck, even after learning that Chuck is over 70 years old. You want to learn more about Chuck? Just ask TJ, he'll be more than happy to let you know what sort of Pandora's Box you've opened. No one makes fun of the Norris, and lives to tell the tale.
All joking aside, I wonder what spurred them to do this? I know they're using the fictional version of Chuck Norris, but still.

In case anyone doesn't get why he's in a judo outfit: The pun on his character's name is a Sega-endorsing version of the titular character in "Sanshiro Sugata," a classic Japanese film, directed by Akira Kurosawa, about how the peaceful sport and spirituality of Judo overcomes the violence of Jiujitsu gangs.
