Godzilla. There simply is no competition here.
Gamera is going to be soup when Godzilla is done with him (delicious turtle soup at that).
Episode 10 of Ultraman Keith that's basically Godzilla vs. Ultraman.
Gamera, because he can eat the atomic rays, fire and what not Godzilla uses, and eats almost every source of energy.
Plus even though he is a turtle, he moves way faster than Godzilla and can fly.
