It looks to be a general 'huh, more of our stuff is going to the states' article, with some discussion on how it went from 'Kamen Rider Ryuki', through Adness, Toei, and Mizuho Bank, to 'Kamen Rider Dragon Knight'.
Don't have the time to really translate the whole thing, though the article's title is: "Kamen Rider Is Being Produced In the US - Is This New 'Cool Japanese Stuff' For Them?" (a bit of inferrence in there, Japanese article titles tend to be short and hard to decipher)
